Diamond Plaza is owned by the International Business Center Company Ltd., a joint venture company owned 50% by Vietnam Steel Corporation (Vietnam) and 50% by Lotte shopping Holdings (Singapore) Pte. Ltd.
The serviced apartment building comprising of 39 luxury serviced apartments and the grade A office building opened in 1999 and was followed by the Diamond Department Store in 2000.

The expansion of the Diamond Department Store was completed with the opening of the 4th floor refurbishment.

A new joint venture contract was made on 18th November, 2014 between Lotte Shopping Holdings (Singapore) Pte. Ltd., Vietnam Steel Corporation and POSCO Engineering & Construction Co., Ltd.
